Free beginner-level tutorials on HTML and CSS — These are the best beginner's tutorials I have seen. They will in a short time give you the needed foundation for working with web sites. I can't recommend them enough.
Tutorials on design and basic use of HTML and stylesheets (CSS) at In Obscuro — Tutorials at varied levels. They don't cover everything you'll need to know, but I find the style of the site and the tone of the tutorials friendly and approachable.
HTML Dog — A comprehensive resource for HTML and CSS. If you need to look up something HTML and CSS related, you'll probably find it here.
Css Layouts — Tips, tricks and discussions regarding stylesheet layouts.
